Export Control Screening Checklist

1. Will any foreign nationals (students, staff, visiting scholars, collaborators, or contractors) participate in the project? (required)
2. Will project information, data, software, equipment, or materials be shared with individuals located outside the United States?
3. Does the project involve travel outside the United States?
4. Will project personnel take university-owned equipment, research samples, software, or technical data outside the United States?
International Collaborations
5. Does the project involve foreign universities, companies, governments, or research institutions?
6. Will shipments of equipment, materials, samples, or prototypes be sent internationally?
7. Will the project involve collaboration with individuals or organizations located in sanctioned or embargoed countries?
Research Restrictions
8. Does the sponsor restrict publication of research results?
9. Does the sponsor require approval before publication or presentation of results (other than a brief review for proprietary information or patent protection)?
10. Does the project limit participation based on citizenship, nationality, or country of origin?
11. Are there restrictions on sharing project information with foreign nationals?
Equipment, Software & Technology
12. Will the project use specialized equipment, software, encryption technology, sensors, drones, satellites, lasers, advanced materials, or other potentially controlled technologies?
13. Will technical data, design specifications, source code, engineering drawings, or proprietary information be received from an external party?
14. Will technical data or software be shared with individuals who are not U.S. persons?
Military, Defense, & Government Applications
15. Is the research sponsored by a defense, military, intelligence, or national security organization?
16. Does the project involve items, technology, or information designed for military, space, missile, nuclear, or defense-related applications?
17. Are project deliverables intended for government defense or national security use?
If ALL answers are "No": Project appears low risk for export control concerns. 
If ANY answer is "Yes": Refer project to The Office of Research Integrity at ori@wku.edu for review before next steps.
