What is a Covered Individual?

Covered Individuals include the following for any proposal involving research:

  • Senior personnel – Principal Investigators, Co-Investigators,  whether on the budget or not
  • Faculty and researchers named on federal proposals, grants, and contracts
  • Key personnel - consultants, anyone who must submit a biosketch/current and pending document
  • Students or postdoctoral researchers who are named on a proposal budget
  • Anyone named in a RPPR or progress report including students and postdoctoral researchers (post award)
  • Staff supporting federal funded activities (named in proposal or award/progress report)
  • Subawards – added to subrecipient form or contract that the institution certifies that RST has been completed.  If individual or business, then require RST certificates.  

 


Covered Individuals include the following for any proposal involving non-research (e.x. Department of Education Program Grants)

  • Senior personnel – Principal Investigators, Co-Investigators,  whether on the budget or not
  • Faculty

Note:  If a proposal is non-research and the RST training has not been completed the proposal should be submitted. Please notify ORI to follow up with covered individuals.
