Biography

Dr. Tony Norman is Associate Dean for Retention, Persistence, and Degree Completion, and Interim Director of the School of Professional Studies in the College of Education and Behavioral Sciences at Western Kentucky University (WKU) in Bowling Green, Kentucky. He recently completed his year as an American Council on Education (ACE) Fellow (Class of 2018). Dr. Norman’s other previous administrative experiences include serving as Director of the Educational Leadership Doctoral Program, Interim Chair for the Department of Educational Administration, Leadership and Research and Associate Dean for Accountability and Research in the College of Education and Behavioral Sciences, as well as Assistant Dean for Assessment and Accountability in the College of Education and Human Services at Longwood University in Farmville, Virginia. Prior to entering full-time administration, Dr. Norman moved through the faculty ranks in WKU’s Department of Psychology where he holds tenure as a full professor. During his time as faculty, he also accepted responsibilities as Assistant to the Dean for Assessment and as Assessment Coordinator for WKU’s Title II Renaissance Partnership for Improving Teacher Quality Project.

 

As the first full-time director of WKU’s newly launched Educational Leadership Doctoral Program, Tony moved the program from a “concept on paper” to a full-functioning program with over 100 doctoral students enrolled. He successfully worked with the program staff, Leadership Council, and the WKU Graduate School to create a predictable and seamless path for students to navigate successfully through the program. He facilitated the development of a strategic plan that aligns with WKU priorities and allocated budget dollars in congruence with the plan, especially for student and faculty professional and research development and program-related international experiences. Although the program was not originally designed for full-time doctoral student and, thus, no graduate assistantships were embedded in the original funding model, some applicants who represented the student quality and diversity WKU strives to attract sought financial assistance as full-time students. To meet this need, Tony allocated resources and procured grant dollars to fund several continuing graduate assistantships that support doctoral faculty research initiatives, coordinated with WKU faculty to move doctoral students into other grant-funded assistantships, and helped applicants obtain resources such as WKU’s Minority Assistance Program.

 

After WKU’s former Associate Dean assigned to accreditation and accountability unexpectedly resigned, Tony stepped in the position to rejuvenate the stalled NCATE preparations. Not only did he successfully collaborate with faculty and administration within and outside the college to revitalize assessment efforts, under his leadership WKU was prepared fully one year ahead of the scheduled NCATE visit. Furthermore, Tony coordinated the development and refinement of a “home-grown” web-based electronic assessment system that resulted in WKU receiving the 2008 Christa McAuliffe Award for Excellence in Teacher Education and

that for several years AACTE highlighted as one of its annual meeting pre-conference workshops.

 

Through collaborative relationships with colleagues, Tony has published over thirty articles and technical reports, conducted nearly eighty national presentations, served as external evaluator for five U.S. Department of Education funded grants, and served on numerous state and national professional boards and committees. He worked has with others at WKU to procure funding for new science and math education programs such as SKyTeach, built on the work of UT-Austin’s UTeach program, and GSKyTeach, a graduate-level teacher residency program in partnership with the highly diverse Jefferson County Public School System in Louisville, Kentucky. He recently served as project director of a $2.3 million grant to evaluate the Green River Regional Educational Cooperative’s $42 million Race to the Top-District kid•FRIENDLy Project.

Tony earned his Ph.D. in Educational Psychology from the University of Virginia in 1990.
