Kay Casey has over 35 years’ experience on child welfare programming, fiscal and financial management across federal, state, and Tribal agencies and the private sector. Kay’s career started in Florida working the frontlines with children and families, eventually working at all levels of state government. At the federal level, Kay worked in the Administration for Children and Families (ACF) Region IV Office as a Financial Analyst. She was responsible for multiple states federal reporting on child welfare grants, SACWIS review and analysis and cost allocation plan methodologies. Kay’s programmatic experience offered a level of understanding and experience at the federal level and was involved in multiple programmatic initiatives while in the Regional Office. Following Federal employment, Kay worked for a large management consulting firm as the Child Welfare and Title IV-E Subject Matter Expert. In recent years, she has spent a great amount of time on working with universities and state agencies on Title IV-E stipend programs. In August of 2018, Kay started her own company to continue the passion of providing services to agencies in support of children and families. Kay holds a Bachelor of Social Work and a Master of Art.

Andrea has expertise and special interest in federal Title IV-E funding and has participated actively since 2015 in each year’s National Title IV-E Roundtable conference both as a presenter and as a member of planning committees. She has held director and manager-level roles in both state child protection agencies as well as public universities with Title IV-E partnerships where she was successful in strengthening the partnerships and leveraging federal funds in the states of Washington and Arizona. Currently she is the founding member and principal owner of Grant Partners 4 Change, LLC.

Over the last three decades, Andrea has held a variety of managerial and program development roles within state and national organizations serving children, youth, and families. These include positions at Childhelp, Inc., Arizona’s Department of Child Safety, Arizona State University’s Center for Child Well-Being, University of Washington’s Partners for Our Children, the National Alliance for Children’s Trust and Prevention Funds, the Bill & Melinda Gates Foundation, and Casey Family Programs.

Andrea’s skills include:

  • Bringing partners together to explore new ways to leverage Title IV-E funding
  • Documenting reasonable and replicable methodologies in Title IV-E decisions to reduce federal audit risk
  • Creating program eligibility assessment documentation to be included in federal CFSR, CFSP, FFPSA, CBCAP/CAPTA, and other state plans between state child protection agencies and the Children’s Bureau

Andrea brings a lifelong passion for supporting children, families, especially those that have been impacted by trauma. In addition to decades of service in the fields of child welfare and family preservation, Andrea is herself an alumnus of foster care, as well as an adoptee. She holds a Master of Science in Family and Human Development from Arizona State University, and a Bachelor of Science in Human Services Administration from Antioch University Seattle.

Carl Valentine has been a consultant in the design and financing of children and family services for over 40 years, helping states and communities maximize the use of Title IV-E and Medicaid. He has particular interest in assisting states finance training opportunities for their child welfare personnel and their associated public and private partners. He is currently Assisting Texas and the University of Huston School of Social Work and several other state’s asses the states response to the new Family First Preventive Services Act. He participated as a Title IV-E expert in the Title IV-E Round table in Arizona two years ago and is looking forward to meeting state representatives at this years Title IV-E Roundtable.
