At the beginning in order to apply for a grant from Ohio, I wanted to focus on what are the major reasons why Ohio has high foreclosure rates since 1995, and also tried to conduct a survey to mortgage bankers and attorneys to find out why other alternatives didn't work for both lenders and borrowers, except foreclosure. But then I changed my mind to focus on neighborhood change and foreclosure, which is a very new field with only a little literature. I hope that I can contribute to the existing literature and also provide policy foundations for communities to reduce foreclosure by intervening with foreclosure legislation, policies and procedures, for example, by establishing efficient and effective mortgage foreclosure prevention programs. There is abundant literature on neighborhood change, but only a little tried to explore the relationship between residential mortgage foreclosure and neighborhood change. Broadly speaking, the interaction is caused by housing submarket imbalance (the tricky game between supply and demand) and segregation. But the process is more complicated than this. Neighborhood characteristics are only part of the factors affecting mortgage default and foreclosure, along with mortgage characteristics, borrower characteristics, housing attributes and characteristics. But the impact of mortgage foreclosure on neighborhood change is as great as, or even greater than, its impacts on borrowers. The interaction between neighborhood change and foreclosure can provide significant policy bases to revitalize declining neighborhoods and decrease the geographical concentration of mortgage foreclosure.
