Contractor Parking Policy

Audience

Construction or maintenance companies under contract with the university. Construction firms awarded the bid for a capital project.

All subcontractors hired to assist firms under contract with the university or firms completing capital projects.

Any contractor otherwise hired to perform work on campus.

Definitions

Firms under contract with the University: For the purposes of this policy, firms under contract with the University include construction or maintenance companies that have been awarded a price contract for specific services that will not exceed $100,000. WKU Purchasing Department maintains a current list of firms under contract with the University.

Policy Details

A university parking permit is required for any vehicle parked on campus.

Any individual parking on campus is expected to comply with all parking policies and rules established by the university.

When construction activities will affect traffic patterns or access to parking, contractors are to coordinate these activities with the WKU project manager and Parking & Transportation Services a minimum of 48 hours prior to the event.

General parking options available to all contractors:

All contractors have access to the following permit options with authorization from the WKU project manager.

• A one-day contractor dash permit.

o Cost is $2 per day.

o Permit is issued to the individual performing work on campus, or may be provided to a subcontractor by the hiring firm.

o Multiple days may be purchased at one time.

o Permit allows parking in the following locations:

 Russellville Road Lot

 Center Street Lot

 Creason Lot

 Adams Street Lot

• A monthly contractor dash permit.

o Cost is $10 per month.

o Permit is issued to the individual performing work on campus or may be provided to a subcontractor by the hiring firm.

o Multiple months may be purchased at one time.

o Permit allows parking in the following locations:

 Russellville Road Lot

 Center Street Lot

 Creason Lot

 Adams Street Lot

• A summer contractor dash permit.

o Summer officially begins the first Monday following spring commencement and ends August 15th.

o Cost is $10 per summer. (Cost does not prorate as summer progresses.)

o Permit is issued to the individual performing work on campus or may be provided to a subcontractor by the hiring firm.

o Permit allows parking in the following locations:

 Russellville Road Lot

 Center Street Lot

 Creason Lot

 Adams Street Lot

o Parking & Transportation Services will increase/improve parking options during summer months as occupancy rates allow.

• Parking fines are the responsibility of:

o The individual or firm listed as owner of the parking permit.

o The registered owner of the vehicle if no permit is displayed.

• PTS recognizes that circumstances exist that cause contractors to require parking access outside this written policy.

o With approval from the WKU project manager and PTS, contractors may request a permit allowing parking on grass/grounds, sidewalks, or additional parking lots.

o Any special access permit will be issued for a specific project and a limited time period.

o Regardless of the special access that is granted, the following regulations are in effect:

 The vehicle cannot block an ADA accessible route.

 The vehicle cannot block designated disability parking

 The vehicle cannot block a fire lane or access for emergency vehicles.

• PTS will limit the number of daily or monthly permits available per project or the designated contractor parking lots as necessary to maintain adequate parking for faculty, staff and students.

Firms under contract with the university:

In addition to the general parking options available to all contractors, firms under contract with the University are granted the following permit option:

• Purchase one or two annual Contractor hangtag parking permits.

o Cost is equal to current cost of Premium parking permit.

o Permit is issued to the firm only, not to any individual working for the firm.

o The firm is responsible for any parking citations issued against the permit.

o Permit allows parking in the following locations:

 All reserved Commercial Delivery Vehicle spaces or University Service Vehicle spaces no longer than 30 minutes.

 All non-reserved spaces in all zones.

• Gated lots are not included.

o Parking at meters without purchasing time is prohibited.

Construction firms awarded bids for capital projects contained within a perimeter fence:

• The location of the perimeter fence must be coordinated with the WKU project manager and Parking & Transportation Services for any staging area that reduces existing campus parking.

o The staging area may include an agreed on amount of space that will accommodate limited parking within the perimeter fence.

o Parking inside the fence does not require a parking permit except when specifically required by the project manager.

o Activity within the fence is the responsibility of the construction firm.

• Any parking required by the construction firm that is outside the perimeter fence can be addressed in one of the following ways:

o The contractor may provide van pooling from an off campus location.

o Daily or monthly contractor permits are available as outlined under “General parking options available to all contractors.”

Construction firms awarded bids for capital projects that are not contained within a perimeter fence:

• Daily or monthly contractor permits are available as outlined under “General parking options available to all contractors.”
