Sergeant Shift Commander


DESCRIPTION OF WORK
A person in this position as a sworn police officer, performs general duties in the protection of life and property through the enforcement of laws and ordinances. This is a responsible supervisory position. Work involves the assigning of and evaluating of subordinates assigned to the Patrol Division. Work is performed in accordance with specific oral and written orders from a superior and department policies and procedures, but with considerable independence of action in choosing specific methods and techniques. Work involves responsibility for making independent operating decisions based upon knowledge of departmental operations, although advice and counsel is available from superiors in difficult cases. Direct technical and administrative supervision is given to police officers and civilian clerical personnel. Supervision is received from the Patrol Commander in charge of the Patrol Unit by general observation and evaluation of the effectiveness with which the unit operates. Work involves elements of personal danger and involves public contact with citizens, public officials, and law violators. Employees are subject to hazardous duty in times of emergency or when necessitated by circumstances. A person in this position may be assigned to work any shift, including weekends, holidays and overtime assignments.


EXAMPLES OF WORK

  • Supervises and directs the operation of the Patrol Division on an assigned shift; schedules the appropriate number of police officers to specific geographic areas on the shift; patrols university, observes subordinates and evaluates conditions.
  • Responds to serious crime scenes and major police calls involving serious physical injury or death, major property damage, or situations which may have such a risk and might occur, and require the immediate presence of a superior officer for consultation with the Assistant Shift Commander or Senior Officer on duty.
  • Investigates field complaints from citizens, complaints against police officer conduct, and against police policies or laws.
  • May be responsible for security of police department building, assignment and maintenance of patrol vehicles, conducting and teaching various police techniques and procedures.
  • May perform special research involving management, service delivery, organizational and/or legal issues.
  • Recommends changes in organizational procedures policies and departmental rules and regulations.
  • Reviews operations; maintains files of officers; maintains information on crime, supervises the daily flow of reports and information to officers.
  • Coordinates work assignments with other departments and agencies.
  • Evaluates performance of patrol division officers; reviews and completes reports necessary; reports to Patrol Division Commander.
  • Performs all duties of a police officer.
  • Uses computer to maintain records and reports.
  • Performs related work as required by the Chief of Police.
 



MINIMUM QUALIFICATIONS

Education: High school diploma or equivalent. College preferred, but must show “progressive efforts” toward obtaining A.A., B.A., or B.S. degree.

Training: Successful completion of basic police training (754 classroom hours), and successful completion of an approved police supervisor’s course.

Skills: Considerable knowledge of the rules and regulations of the police department, the principles and practices of modern police science, pertinent federal, state, and local laws. Considerable knowledge of the modern methods and practices of criminal investigation and criminal law, with particular reference to arrests, search and seizure, and the admissibility of evidence and protection of constitutional rights. Must have knowledge of the budget process, and program planning, and supervision. Ability to assign, instruct, review and evaluate the work of subordinates. Ability to deal with subordinates and the public tactfully, but yet firmly and effectively. Ability to command respect of personnel. Ability to communicate effectively orally and in writing. Ability to organize and maintain complex records and files. Ability to establish and maintain good working relationships with employees, citizens, and public officials. Ability to analyze complex police programs, and to adopt quick, effective, reasonable courses of action, with due regard to the hazards and other related circumstances. Skill in the use and care of firearms and in the skillful operation of a motor vehicle. Must have knowledge of basic computer skills.

Experience: One year experience as a police officer. (One year experience starts after successful completion of probationary period. Initial probationary period begins after successful completion of PTO training.) Must demonstrate the ability and potential for assuming supervisory responsibilities.

Physical: Good physical condition. Must be capable of strenuous physical effort during arrest operations. Must have the ability to maintain satisfactory fitness level as delineated in the Law Enforcement Officer Essential Job Functions form. Must pass semi-annual firearms training.
