Operations Commander Major
DESCRIPTION OF WORK
This is a responsible
supervisory, administrative and technical police position performed
in the field and at police headquarters. Work involves responsibility
for directing the activities of the Investigations, Communications Staff
Services, Patrol, Administrative, and Professional Standards Units.
Duties and responsibilities include supervising and directing personnel
and assisting with difficult cases; applying advanced police skills
and knowledge in determining criminal trends; evaluating effectiveness
of investigative techniques used; preparing reports and performing special
duties as required; developing and interpreting various division policies;
overseeing interdepartmental relations and assigning special events;
and overseeing training of police personnel. A person in this position
also serves as the departmental Intelligence Officer. As a sworn law
enforcement officer, an employee in this classification is subject to
hazardous duty in time of emergency or when necessitated by circumstances.
Work is performed in accordance with all statutes, laws, ordinances
and regulations for which the police department is accountable. Work
involves specific orders from the Police Chief and departmental policies
and procedures, but with considerable independence of action in choosing
specific methods and techniques. Work involves responsibility for making
independent decisions based upon knowledge of departmental operations.
Work may extend to development of new police and administrative procedures.
Direct supervision is given to the Investigations, Patrol, Communications
Staff Services, and Professional Standards Commanders, the Administrative
staff, and other officers as assigned. Work is reviewed primarily through
staff conferences, requests for reports, personal observation, and by
general observation of the effectiveness with which objectives are obtained.
This person assumes responsibility for the department in the Chief’s
absence. Supervision is received from the Chief of Police by general
observation and evaluation of the effectiveness with which the unit
operates.
EXAMPLES OF WORK

Supervises,
schedules, directs and evaluates assigned staff, handling employee
concerns and problems, directing work, counseling, disciplining
and completing employee performance appraisals, may substitute for
other supervisors in their absence.

Oversees and coordinates overall patrol, communications and investigative
operations of the police department; coordinates related departmental
involvement with other agencies.

Serves
as the department’s Intelligence Officer – keeping up
with groups that threaten the mission of the university and keeping
members of the department aware of potential disruptive groups and
ideologies and assures that the Chief of Police is made aware.

Supervises allocation of departmental manpower to provide 24-hour
protection to the community.

Supervises and participates in major case investigations when needed.

Interviews
and takes written statements from suspects and witnesses when needed.

Prepares incident and offense reports when needed.

Responds to unusual or problematic situations to assume responsibility
for departmental activities.

Certifies
hours worked by police personnel as well as overtime.

Is responsible for all police equipment and vehicles, purchase and
maintenance.

Assists representatives of other law enforcement agencies whose
work brings them on campus.

Conducts
crime prevention seminars and law enforcement workshops when needed.

Oversees active and inactive criminal case files and a central repository
for identification records.

Oversees the gathering, identifying, of records and preserving evidence
in all criminal cases.

Testifies
in court.

Utilizes
computers extensively to gather statistics and records for crime
analysis and other departmental reports and personnel information.

Oversees and coordinates special events.
-
Establishes and maintains good working relations with community,
courts, court designated workers, and may provide information to
the news media including officer interviews.

Oversees administrative duties of Records Assistants.

Must be able to perform all duties of a police officer.
-
Performs related duties as assigned by the Chief of Police.
MINIMUM QUALIFICATIONS
Education:
High school diploma or equivalent. College preferred, but must show
“progressive efforts” towards obtaining an A.A., B.S., or
B.A. degree.
Training:
Successful completion of basic police training (754 classroom hours),
Advanced police training and Police Supervision courses.
Skills:
Considerable knowledge or the rules and regulations of the police department,
the principles and practices of modern police science, pertinent federal
state, local laws. Considerable knowledge of criminal law, particularly
laws of arrest, search and seizure, protection of constitutional rights
of citizens, and admissibility of evidence. Ability to command respect
of officers, assign, instruct, review and evaluate the work of subordinates.
Ability to deal with subordinates and the public tactfully, but yet
firmly and effectively. Ability to communicate effectively orally and
in writing. Ability to organize and maintain complex records and files.
Ability to establish and maintain good working relationships with employees,
citizens, and public officials. Skill in the use and care of firearms
and in the skillful operation of a motor vehicle. Must have proficient
computer skills.
Experience:
Four years police officer experience and two years supervisory experience.
(Four years experience starts after successful completion of initial
probationary period. Initial probationary period begins after successful
completion of PTO training.) Must demonstrate the ability and potential
for assuming additional supervisory responsibilities.
Physical:
Good physical condition. Must be capable of strenuous physical effort
during arrest operations. Must have the ability to maintain satisfactory
fitness level as delineated in the Law Enforcement Officer Essential
Job Functions form. Must pass semi-annual departmental firearms training.
