DESCRIPTION OF WORK
This is a responsible supervisory, administrative, and technical police
position performed in the field and at police headquarters. As a sworn
law enforcement officer, an employee in this classification is subject
to hazardous duty in times of emergency or when necessitated by circumstances.
The position requires full and continuous training as a law enforcement
officer so that the employee can respond appropriately in emergency
situations. The position is responsible for the coordination and implementation
of Educational Programs, Crime Prevention Programs, Crime Analysis,
Professional Development, Officer Recruitment, Community Relations,
Police Training Officer Program, and the WKU Explorer Post #825. Work
involves the responsibility for assigning, evaluating, and directing
subordinates assigned to the Crime Prevention/Training section and overseeing
the Rape Aggression Defense program, the University Police Academy,
and the Bike Training program. A person in this position oversees the
training of sworn police personnel and new recruits (PTO), scheduling
training, and record keeping as well as ensuring all officers are knowledgeable
with the policies and directives contained in the WKU Police Operations
Manual. Work involves public speaking by being responsible for giving
and scheduling crime prevention seminars and informal discussions on
crime preventive measures to interested groups, residence halls and
departments on and off campus. This position is responsible for developing
alternative funding sources to support the WKU Police Department and
the WKU Explorer Post #825 and perform special duties as may be assigned.
Work is performed in accordance with specific orders form the Chief
of Police or the Major of Field Operations and departmental policies
and procedures but with considerable independence. Supervision is received
from the Major of Field Operations by general observation and evaluation
of the effectiveness with which the Unit operates.

Directs
the operation of the Crime Prevention/Training section.

Maintains work schedule records of unit personnel; trains, supervises,
and evaluates performance of personnel.

Responsible for PTO training and record keeping.

Oversees the Bike Patrol Program.

Oversees the Rape Aggression Defense Program.

Oversees
the University Police Academy.

Gives crime prevention seminars and informal discussions on crime
preventive measures to interested groups on and off campus.

Coordinates
departmental training programs and staff development.

Oversees the operations of the WKU Explorer Post.

Develops alternate sources for funding for department and Explorer
Post.

Serves on various committees as a representative of the department.

Uses computer extensively to gather statistics and various reports.

Reviews reports submitted by subordinates so as to evaluate effectiveness
of unit operations.

Reviews and evaluates departmental procedures, writes protocol
for operations manual.

Serves
as a Captain in the Patrol Division at special events as needed.

Performs related police duties as assigned by the Chief of Police
or the Major of Field Operations.
Education:
High school diploma or equivalent. College preferred, but must show
“progressive effort” towards
obtaining an A.A., B.A., or B.S. degree.
Training:
Successful completion of Basic Police Training (754 classroom hours)
Field Training and an approved Police Supervisor Course.
Skills:
Considerable knowledge of the rules and regulations of the police department,
the principles and practices of modern police science, pertinent federal,
state and local laws. Thorough knowledge of the geography of the university.
Ability to assign, instruct, review, and evaluate the work of subordinates.
Ability to deal with subordinates and the public tactfully, but yet
firmly and effectively. Ability to communicate effectively orally and
in writing. Needs to be able to prepare comprehensive written reports.
Ability to establish and maintain good working relationships with employees,
citizens, and public officials. Skill in the use and care of firearms
and in the skillful operation of a motor vehicle. Must have proficient
computer skills.
Experience:
Three years experience as a police officer and minimum of one year supervisory
experience. (Three years experience starts after successful completion
of initial probationary period. Initial probationary period begins after
successful completion of PTO training.) Must demonstrate the ability
and potential for assuming additional supervisory responsibilities.
Physical:
Good physical condition. Must be capable of strenuous physical effort
during arrest operations. Must have the ability to maintain satisfactory
fitness level as delineated in the Law Enforcement Officer Essential
Job Functions form. Must pass semi-annual departmental firearms training.
