Communications Staff Services Commander
DESCRIPTION
OF WORK
This
is a responsible supervisory, administrative and technical police position
performed in the field and at police headquarters. As a sworn law enforcement
officer, an employee in this classification is subject to hazardous
duty in times of emergency or when necessitated by circumstances. The
position requires full and continuous training as a law enforcement
officer so that the employee can respond appropriately in emergency
situations. This position involves responsibility for assigning, evaluating,
and directing of subordinates assigned to Staff Services Section, to
include Communications Officers and Communications Data Associates.
Work is performed in accordance with specific orders from the Major
of Field Operations or the Chief of Police, and department policies
and procedures, but with considerable independence of action in choosing
specific methods and techniques. Work involves responsibility for making
independent decisions based upon knowledge of departmental operations,
although advice and counsel is available from superiors in difficult
cases. This position also has the responsibility for updating and maintaining
the department web page, meeting all National Incident Management System
(NIMS) requirements that ensures university compliance. This position
is also responsible for the storage and retrieval of various statistical
information mandated by federal, state, municipal, and university laws
and or regulations, seeking and writing proposals for grants that the
department may be qualified to receive, and coordinating Accreditation
for the Department. This position reports to the Major of Field Operations.
Supervision is received from the Chief of Police or Major of Field Operations
by general observation and evaluation of the effectiveness with which
the division operates.
EXAMPLES OF WORK

Directs
the operation of the Staff Services Section which includes Communications,
and Communications Data areas.

Maintains work schedule records of unit personnel; trains, supervises,
and evaluates performance of personnel.

Directs preparation of crime statistics which are submitted to appropriate
state and federal agencies.

Oversees the department’s NIMS Compliance Program

Oversees the department’s Grant Writing for the Department.

Responsible for storage and retrieval and collation of various statistical
reports.

Responsible for upgrading departments computer files and various
software applications.

Supervises the department’s TAC Officer (LINK/NCIC - Law Enforcement
Network of Kentucky and National Crime Information Computer) which
is responsible for computer operation, procedures and information.

Serves as departments Public Information Officer responsible for
coordinating media requests and departmental information.

Serves on various committees as a representative of the department.

Uses
computer extensively to gather statistics for various reports.

Responsible for updating and maintaining department web page.

Reviews reports submitted by subordinates so as to evaluate effectiveness
of division operations.

Reviews and evaluates departmental procedures for communications
and CCTV operations, writes protocol for Communications Operations
Manual and the CCTV Manual related to the section’s responsibilities.

Responsible for departmental forms, updates, revision.

Contact person for office equipment - maintenance, upgrades, and
purchases.

Serves as a Captain in the Patrol Unit and at special events as
needed.

Performs related police duties as assigned by the Major of Field
Operations or the Chief of Police.
MINIMUM QUALIFICATIONS
Education:
High school diploma or equivalent. College preferred, but must show
“progressive effort” towards obtaining an A.A., B.A., or
B.S. degree.
Training:
Successful completion of basic police training (754 classroom hours),
approved police supervision course, LINK/NCIC certification and traffic
accident investigations training school.
Skills:
Considerable knowledge of the rules and regulations of the police department,
the principles and practices of modern police science, pertinent federal,
state, and local laws. Ability to assign, instruct, review and evaluate
the work of subordinates. Ability to deal with subordinate and the public
tactfully, but yet firmly and effectively. Ability to communicate effectively
orally and in writing. Ability to establish and maintain good working
relationships with employees, citizens, and public officials. Skill
in the use and care of firearms and in the skillful operation of a motor
vehicle. Must have proficient computer skills.
Experience:
Three years experience as a police officer and minimum of one year supervisory
experience. (Three years experience starts after successful completion
of initial probationary period. Initial probationary period begins after
successful completion of PTO training.) Must demonstrate the ability
and potential for assuming additional supervisory responsibilities.
Physical:
Good physical condition. Must be capable of strenuous physical effort
during arrest operations. Must have the ability to maintain satisfactory
fitness level as delineated in the Law Enforcement Office Essential
Job Function form. Must pass semi-annual departmental firearms training.
