Old Business:

(Stephanie Smith was in attendance at last years Board Meeting and not properly noted as being in attendence according to the minutes)

- Additions/Corrections to last years Minutes

- Jace Lux moves to have previous minutes approved
- Seconded by Carter Leisure and approved by Board

Tripling at State Tournament (Sr. Division)

- Vote at State Tournament was 32-11 in favor of tripling
- Open discussion concerning tournament efficiency for tripling
- Concerns about students competing in Limited Prep events holding tournament up
- Motion made to continue Tripling at State Tourn.
- PASSED with no objection

Financial Report

- Judy Woodring explains a line by line break down of WKU and KHSSL Budgets for League expenses
- WKU has given more than $60,000 a year to keep League operational; Western has carried burden of Financial debt for the League without question or complaint
- Carter Leisure applauds commitment of WKU to ensure financial success of the League
- Will be cutting food and other expenses through business sponsorships
- Regional assistance with sponsorships discussed by Board
- Judy explains parts of budget that may not be labeled in a clear/direct manner
- Judy explains that rising expenses do not cover Greg Robertson's salary or printing and phone costs
- Judy has secured scholarships for the Sr. Division from Trace Die-Cast and Kassie DePalva Fan Club for at least $500 for each award/event
- Will be working with Bar Association, and KY Speaker of the House Jodie Richards to create Debate Scholarships and Awards
- Judy explains that past 6 years have been a bit stagnant for the League, and details plan and staff direction to start League expansion and revival

New Business:

Hall of Fame

- Jace explains details of Hall of Fame requirement
- Floor is opened to nominations
- Discussion concerning nomination process from last years meeting
- Motion made to have two nominees from the Sr. Division
- Seconded and PASSED
- Stephanie Smith and Jim Combs nominated and accepted into the Hall of FameM

Tournament Schedule

- Jace goes over Invitational and Regional Tournament Schedule for upcoming Year
- Corrections and additions made to the schedule
- All corrections made will be sent through email to members and added to League website
- Handout with Tournament Schedule provided for Board members
- Judy suggests posting NFL/CFL Tournaments to schedule
- Governor's Cup staff should be contacted to avoid conflicts with KHSSL State Tourn.
- Judy had contacted Kathy Hume in past, but it has become a problem over the last three years
- Judy has pledged to once again correct that problem with other State organizations
- Problems with other events take place for regional events in March
- Carter Leisure raises concerns for earlier tournaments for schools with different academic calendars
- Increase in October tournaments suggested
- Motion made and PASSED to accept Tournament dates

Tripling at State for the Junior Division

- Discussion opened about the ability to increase involvement at Jr. Level
- Follow model/survey set for tripling at Sr. Level
- Board wants KHSSL survey to be sent to Jr. Level members at beginning of this school year, that would allow tripling at Jr. State Tourn 2005
- Board may reserve right to make permanent for subsequent years
- Poll would also be taken at KHSSL State Tournament
- Motion seconded and PASSED

Proposed Debate Changes

- Doug Mory presents changes to state handbook and rules concerning debate pairings to board members
- Doug raises problem with “random” pairing rules for round 3 at state tourn.
- Doug explains proposed wording for the rule change
- Motion seconded and PASSED
- Doug presents change to rule concerning “natural” spot in brackets when dealing with quarterfinal to semifinal rounds
- Doug presents change to rule that keeps bracket as close to “natural” as possible
- Motion seconded and PASSED

What WKU is doing for KHSSL for this upcoming year

- Scrapbook
- Photographer will be at all State Tournaments for pictures of state winners and teams to be used as historical scrapbook and for press releases
- Corey will produce powerpoint as an intro. to state award ceremonies
- Super Saturday/Regional Workshops
- There will be demonstrations concerning all high school events and workshops at WKU to help coaches and students
- There will be judges workshops and coaches training workshops at the super Saturday
- These workshops will be provided at and by WKU free of charge
- For schools that cannot make Super Saturday, smaller regional workshops will be conducted by WKU/KHSSL staff throughout the State
- Super Saturday will be set for Sept. 11, 2004 at WKU
- Tabbing on Computer
- Looking into using “Joy of Tournaments” or other equivalent programs for a computer tabbing program for the State Tournaments
- Will increase efficiency in tabbing, judge selection, and showing of results immediately at end of tournament
- State Tournament
- Want to increase the enjoyment and fun for the students
- Are brainstorming cost-effective ideas to add to the tournament
- New Scholarships
- Working to involve business/corporate sponsors for the state tourn.

Letters/Suggestions from coaches

- Carter Leisure expresses want to eliminate duo improv at Sr. Level
- Cannot eliminate the most popular event at the tournament for both popular and financial reasons
- Judy explains concerns that state rules concerning duo acting and DI are not in line with NFL and CFL and are putting KHSSL students at a disadvantage Nationally.
- Member schools will be polled at State Tourn. concerning the elimination of blackbooks from Duo acting at Sr. Level to be in line with NFL/CFL
- If schools vote in favor then Board may make a permanent change at next years Board Meeting for the following competitive year
- Motion seconded and PASSED
- Doug expresses concern with using Jan/Feb debate topic versus Mar/Apr topic at the State Tourn.
- Motion made to use Mar/Apr topic for State Tourn.
- Seconded and PASSED
- Concerns are raised about number of schools needed for pre-qualifiers and distance needed to travel to/from bordering regions
- Problems have arose in distances to Murray Region versus Bowling Green and Tournament draws in regions that keep schools from traveling further distances
- Suggestion to lower number of schools needed to have a tournament be a pre-qualifier
- Judy explains that in keeping with Robert’s Rules of Order and the KHSSL Handbook, the members must be polled in order to lower the number of schools needed to count a tournament as a pre-qualifier
- Discussion was raised to ensure that only number of schools needed would change with no change in the number of entries in an event needed
- Motion made to poll members at State tournament to lower number of schools needed for a pre-qualifying tournament from 12 schools to 8 schools for both the Sr. and Jr.
- seconded and PASSED

Other New Business:

- Board Thanks Greg Robertson for his work for KHSSL
- Motion to adjourn 11:47am
