WKU CCR&R Child Care Types

Levels or Types of Early Care and Education Programs:

Registered Provider:
A Registered Provider is an individual who generally cares for no more than three children in their home. A registered child care provider is not subject to licensure or certification by the state or federal government, but must meet all requirements of the Child Care Assistance Program (CCAP) as outlined in 922 KAR:180, which can be accessed at: http://www.lrc.state.ky.us/kar/922/002/180.htm.

The WKU CCR&R provides training and technical assistance to registered providers but does not include them in child care referrals made to families.

Certified Family Child Care Home:
A Certified Family Child Care Home (FCCH) “means a private home that provides full or part-time care day or night for six (6) or fewer children who are not the children, siblings, stepchildren, grandchildren, nieces, nephews, or children in legal custody of the provider” (KRS 199.894). Section 2: Certification Process of 922 KAR 2:100 – Certification of family child care homes lists requirements for becoming certified and includes but is not limited to:

An applicant for certification must:
• Be at least eighteen years of age;
• Provide written documentation from the local authority showing the child care home is in compliance with local zoning requirements;
• Obtain commercial liability insurance of at least $50,000 per occurrence; and
• Effective January 1, 2009, have a high school diploma, GED or equivalent, or a Commonwealth Child Care Credential.

Type II Child Care Center:
A Type II Child Care Center is the primary residence of the provider where care is regularly provided for seven, but not more than twelve, children including children related to the provider (922 KAR 2:110). The Director, usually the owner, of a Type II Child Care Center must meet the requirements outlined in Section 4: Director Requirements and Responsibilities of 922 KAR 2:110 –child care center provider requirements, which include but are not limited to:

• Be 21 years of age;
• Have a high school diploma, GED or equivalent;
• Not be employed in a position other than an on-site child care director, or director of multiple facilities, during the hours the child care center is in operation;
• Meet the director requirements for a Type I Licensed Child Care Center or meet 2 of the following items:
• Have 12 hours of orientation and child development training;
• Have 1 year of full-time paid experience in an approved setting working directly with children;
• Obtain 6 additional hours of training in child care program administration.

A Type II Child Care Center must also meet all requirements of 922 KAR 2:090, 922 KAR 2:110, and 922 KAR 2:120 which can be accessed at http://chfs.ky.gov/os/oig/drcc.htm. Some of those requirements are listed below:

• Provide written documentation from the local authority showing the child care home is in compliance with local zoning requirements (922 KAR 2:090, Section 5);
• Be approved by the Office of the State Fire Marshal or designee (922 KAR 2:090, Section 5);
• Provide written proof of liability insurance coverage of at least $100,000 per occurrence (922 KAR 2:090, Section 5).

Type I Licensed Child Care Center:
A Type I Licensed Child Care Center regularly provides care for four or more children in a nonresidential setting or 13 or more children in a designated space separate from the primary residence of the provider. The Director of a Type I center must meet the requirements outlined in Section 4: Director Requirements and Responsibilities of 922 KAR 2:110 –child care center provider requirements, which include but are not limited to:

• Be 21 years of age;
• Have a high school diploma, GED or equivalent;
• Not be employed in a position other than an on-site child care director, or director of multiple facilities, during the hours the child care center is in operation;
• Meet one of the following educational requirements:
• Three years full-time experience in an approved setting working directly with children;
• A child development associate (CDA) plus 1 year of experience in an approved setting working directly with children;
• A Director’s Credential in Early Childhood Development and 1 year of experience in an approved setting working directly with children;
• Associate degree in a field other than Early Childhood Development, plus 12 hours of child development training and 2 years experience in an approved setting working directly with children;
• Associate degree in Early Childhood Development;
• Master’s or Bachelor’s degree in a field other than Early Childhood Development, plus 12 hours of child development training;
• Bachelor’s degree in Early Childhood Development; or
• Master’s degree in Early Childhood Development.

A Type I Child Care Center must also meet all requirements of 922 KAR 2:090, 922 KAR 2:110, and 922 KAR 2:120 which can be accessed at http://chfs.ky.gov/os/oig/drcc.htm.

Some of those requirements are listed below:
• Provide written documentation from the local authority showing the child care home is in compliance with local zoning requirements (922 KAR 2:090, Section 5);
• Be approved by the Office of the State Fire Marshal or designee (922 KAR 2:090, Section 5);
• Provide written proof of liability insurance coverage of at least $100,000 per occurrence (922 KAR 2:090, Section 5);
• Sufficient staff must be employed to maintain required staff to child ratios outlined in (922 KAR 2:120, Section 2).
