Consultants
Wanda Bigham

Dr. Bigham is presently Assistant General Secretary for Schools, Colleges, and Universities at the United Methodist Church. She has served as Project Director of Student Support Services, Educational Talent Search, and Upward Bound.  She is past president of Marycrest College of Davenport, Iowa, and Huntingdon College of Montgomery, Alabama.

Barbara Burch

Dr. Burch is Provost and VP for Academic Affairs at a major University, where she also has served as Interim President.  She is former College Dean and has held major administrative positions in several other universities.  She has served as President of the American Association of Colleges of Teachers Education; as Chair of the Board of Examiners of the National Council for Accreditation of Teachers Education; Executive Board of Renaissance Group; Board of USA Sino-Consortium; and numerous other professional organizations.

Irma Burks Daily Ms. Burks Daily has been involved in TRiO programs for more than 30 years. Her TRiO experience has been at the State, Regional and National levels. She has served as a consultant-trainer for Western Kentucky University Federal TRiO Training Program since 1982.
Deema deSilva

Dr. deSilva is an Assistant Professor and Director of Student Support Services Program and TRiO educator for the past 24 years. During her 40 years in education, she has authored books, book chapters, several articles, and TRiO manuals to act as an internal control systems.  She conducts workshops throughout the USA and continues to present seminars at international forums and national conferences.

Kelly Espinoza Mr. Kelly Espinoza has worked in the higher education field since 1972.  He started out as a Counselor and Assistant Director in Student Support Services Program and High School Upward Bound Program at Chadron State College in Nebraska.  Mr. Espinoza started up a new Student Support Services Program in 1976 at Metropolitan State College (MSCD) in downtown Denver, Colorado where he served until 1994.  At MSCD he served as Executive Director of Academic Assessment and Student Center, Executive Assistant to the Vice President for Student Affairs and,retired as Assistant Vice President for Student Services in 2003. A former member of the Association of Special Programs in Region Eight (ASPIRE) in 1997, and a Founding member of the National Council of Educational Opportunity Association now (COE).
Luis Ibarra

Mr. Ibarra is experienced in conducting training in management, program planning, evaluation, and human development. He is an accomplished workshop presenter in the "Team Approach" and is presently serving as President/CEO of a non-profit organization and of a private institution.

Larry Markey Mr. Markey has been a field reader of TRiO proposals for almost 20 years. As president of Markey & Associates, he provides training for proposal writing across the nation.
Ben McCune Dr. McCune serves as a Assistant Vice President for Academic Affairs, Title III and TRiO Director and Professor for University and Student Educational Enhancement at Florida A&M University.  He supervises the Title III Program, and five TRiO Programs-Upward Bound, Upward Bound Math/Science, McNair, Student Support Services and Talent Search as well as state-funded College Reach Out Program, USDA Summer Food, and the Minority Science & Engineering Improvement Program. Dr. McCune has served as a professional presenter and TRiO trainer for over 25 years.
Leroy Metze Dr. Metze has recently been named Distinguished University Professor. He is the Director of Educational Technology and a Professor of Psychology. Dr. Metze directs a substantial project funded by the Department of Education to increase the use of Technology in the instruction of K-12 teachers. He has served as a consultant to many organizations on technology and statistical process control and has been involved in TRiO Training for the past 20 years.
Louis Niro

Mr. Niro is Director of Educational Opportunity Programs at Cuyahoga Community College in Cleveland, OH.  He directs six (6) TRIO programs:  Educational Talent Search, Educational Opportunity Center, Student Support Services, Disabled Student Services, Upward Bound and Veterans Upward Bound TRIO programs.  He, also, directs Gear-Up, Carl Perkins, and Women In Transition/Displaced Homemakers Programs.  He has been associated with TRIO programs since 1973.  Mr. Niro has taught Spanish and is a licensed professional counselor.  He has served  as chairperson for bilingual/multi-cultural career day programs at Cuyahoga Community College, and has served as a TRIO Consultant for a number of years.

Elliott Palais Dr. Palais presently is a TRiO director of Upward Bound, Student Support Services, and Educational Talent Search at a major University. He has been involved in writing grants and providing TRiO Training Workshops for over 20 years.
Prince Teal Mr. Teal has served in the education field as a teacher and basketball coach. He worked with the U.S. Department of Health, Education and Welfare from 1971 to 1979 as a TRiO Program Officer and as Veterans Program Specialist. From 1980 to 1995, he worked with the Department of Education as a section Chief in the TRiO Division and the Division of Project Services. He also served as Region 4's Regional Grants' Representative. Immediately prior to his retirement in 1995, he served as Special Advisor to the Division Director of the TRiO Division. Mr. Teals' experiences cover a variety of interest in the government. His knowledge of TRiO Programs at the national level is extensive.  Since his retirement in 1995, he has served as CEO/Principal consultant of his own educational consulting firm, Teal's Consultant Services (TCS).
