KEYNOTE ADDRESS

The Race is = on: XML,=20 XOBIS, and the Pursuit of excellence

Dick=20 Miller focused his keynote address on one new technology=97extensible = markup=20 language or XML.  Claiming that XML offers strategic value to = libraries, he=20 suggested that it can improve libraries=92 abilities to operate in an = increasingly=20 expansive digital environment.  Observing that cataloging is = reliant on a=20 number of important standards such as MARC and AACR2rev, he is of the = opinion=20 that these standards may not provide the flexibility needed to improve = access to=20 a variety of library resources.  In a Web-based environment, = converting=20 MARC records to XML records allows for more seamless integration between = the=20 library=92s online catalog and its other digital resources.

 

Noting that=20 the term =93metadata=94 is somewhat confusing, Miller described two = distinctive=20 interpretations of this term: =93managed metadata=94 and =93descriptive=20 metadata.=94  Generally, managed metadata identifies the location = of an=20 object while descriptive metadata identifies specific characteristics of = the=20 digital object itself.  Quoting from his new book Putting XML to = Work in=20 the Library, Miller noted that XML =93serves as a foundation for the = development of Web-based information systems.=94  What has limited = the=20 effectiveness of using = XML to date has been the = emphasis on=20 displaying records rather than indexing full text objects.  Miller=20 envisions more opportunities for collaboration and synthesis as XML is = used more=20 widely to describe digital resources, especially their educational, = scientific,=20 and cultural features.

 

To=20 illustrate his point about the value of XML, Miller searched a number of = databases using as his search term a surname.  In each database, = the=20 fullness of the name used is different=97in other words, there is no = consistency=20 with the presentation of data, that the data is incompatible across=20 databases.  He introduced the audience to XOBIS, which is an = experimental=20 XML schema =93designed to model combined bibliographic and authority = information=20 and to stimulate interest in finding an XML replacement for = MARC.=94  The=20 XOBIS schema is complex and =93provides a consistent structural model to = record=94=20 many more types of relationships than possible with the current version = of=20 MARC.  Each object has ten principal elements that can be used to = describe=20 it, but the elements can also provide substantive or notional = (hierarchical or=20 sequential) relationships with other objects.  Beyond XOBIS, other = powerful=20 XML-based catalogs were explored as a means to demonstrate how flexible = XML is=20 as a tool.  Finally, Miller offered one more observation.  He=20 suggested focusing on interoperability first and then detailed = representation of=20 objects, which he believes will produce a robust schema for both = authority and=20 bibliographic information.

Integrating = web sites=20 into the OPAC: Benefits vs. Challenges

Pam Swaider=20 and Joe Hafner from the Indianapolis-Marion County Public Library = (IMCPL) gave a=20 synopsis of what they had learned in adding web resources to their = catalog. The=20 project began as collaboration between collection development staff and=20 catalogers in which the collection development staff selected the web = sites=20 which were then forwarded them to the cataloging staff.  As part of = this=20 process, policies for web site selection were developed and collection=20 development staff were trained in the use of OCLC CORC (now Connexion) = software=20 for either selecting records or creating ones using the URL = harvester. =20 Anticipating that this would give the catalogers a head start in = cataloging the=20 item, the collection development staff forwarded the save number of each = record=20 to the catalogers for them to review, edit and update as needed. =20 Priorities for cataloging web sites were established, with primary = emphasis=20 being placed on local web sites followed by sites listed on IMPCL=92s = subject web=20 pages and any sites frequently used by public service staff.  = Because they=20 believed that most users would not be able to do a call number browse, = IMPCL=20 elected not to use call numbers for their web site in the OPAC. They = also=20 created a dummy item record for each bibliographic record with a = reference=20 status to prevent patrons from trying to place holds on internet=20 sites.

 

Three=20 benefits were gained through the implementation of this project: first, = the=20 additional resources placed in the catalog helped to fill gaps in the = physical=20 collection; second, information was made readily available for library = users;=20 and third, it improved the communication between the cataloging and = public=20 services.  However, they encountered some challenges along the way, = such as=20 disappearing web sites, changing cataloging rules, unpredictable = internet=20 connections, reluctance on the part of the collection development staff = to use=20 CORC/Connexion, and a lack of means to measure the results of their = adding web=20 resources to the catalog.

 

Overall,=20 IMPCL felt that the addition of websites to their catalog was well worth = the=20 time and effort. They did, however, change the process on how their = collection=20 development staff submitted requests of web sites to be cataloged. They = moved=20 away from their original idea of using CORC/Connexion and instead relied = on=20 selectors to email potential URLS to the Database Management Manager for = assignment to a cataloger.

 

Are You = Contented?=20 Cataloging Records with TOC information

In her=20 presentation, Elsie Pritchard discussed why, how, and at what cost the=20 Camden-Carroll Library at Morehead State University, began adding = catalog=20 records enriched with tables of contents (TOC) and abstracts to its = library=20 catalog.  Morehead State University=92s library is a medium-sized = academic=20 library that utilizes the Voyager integrated library system. Prior to = purchasing=20 enriched records, the library=92s 6 FTE cataloging staff followed = current=20 cataloging standards when entering contents notes for original = cataloging, often=20 adding contents and abstracts for nonprint and children=92s books, but = only=20 occasionally adding contents notes to OCLC copy. When included in the = records,=20 most of the contents notes were in a 505 field. Some records had = electronic=20 contents links, some had abstracts in a 520 field, but most had no = contents=20 notes at all.  The library staff felt that automation would provide = opportunities for adding more access points and more content to their = records=20 with less effort.   

 

The library=20 staff proceeded to consider the options of in-house enrichment, = purchasing=20 enriched records from a commercial vendor, and a combination of the two. = Records=20 provided by Blackwell and Marcive were compared with regard to source of = TOC or=20 abstract data, advertised hit rates, service offerings, and record = costs. The=20 results of a test load of 50 records against each company=92s database = showed a=20 60% hit rate for Blackwell and a 22% hit rate for Marcive. Using this = data, the=20 library projected an estimated annual cost for purchasing records from = each=20 vendor.

 

Considering=20 that the library budget could afford to purchase enriched records during = the=20 coming year, the library administration presented the idea to the = Library=20 Committee.  Following discussion of the proposal, the Library = Committee=20 approved the plan, and the library proceeded to set up a profile with=20 Blackwell.  A memo was then sent to departmental contacts = explaining the=20 new service.  It also cited examples of titles that already had = enriched=20 records in their catalog. 

 

The=20 following workflow was established: Once a month the library sends FTP = files to=20 Blackwell containing records for new materials, excluding serials that = the=20 library has received and processed. Blackwell then matches its records = to the=20 library=92s records on ISBN and LCCN and notifies the library within 24 = hours that=20 the matched records are ready to be picked up. The library then loads = the=20 records into its Voyager system, matching on OCLC number, entirely = replacing old=20 records with the new records.

 

The=20 question of how to call attention to the new information and how to = display the=20 fields was considered and consequently a new tab labeled "Table of = Contents" was=20 added to the public catalog display choices. If the record contains TOC = or=20 abstracts information, the information displays when that tab is = clicked. Under=20 the Table of Contents tab, Voyager displays the TOC in an easy-to-read = outline=20 style instead of the standard MARC format.  If the record contains = no TOC=20 information a message displays that reads "There is no Table of Contents = for=20 this record".  The TOC and abstracts also display when the full=20 bibliographic format is selected.

 

Results=20 thus far: From October 2002 through May 2003, the library has added = 2,478=20 records at a cost of $2,412.  The disciplines that have attained an = over-75% hit rate for enrichment include: Psychology, Business, History, = Nursing, Sociology, Physical Sciences, and English; disciplines that = have an=20 under-30% hit rate for enrichment are: Communications, Physical = Education, and=20 Special Collections. A comparison of Contents (505 field) vs. Abstracts = (520=20 field) shows that 85% have a 505 field, 41% have a 520 field, and 27% = have both=20 fields. In answer to the question =93Is use increasing?=94 preliminary = studies=20 indicate that both the =91average number of charges per item=92 and also = the=20 =91percent of items with at least one charge=92 have increased since the = addition of=20 the enriched records. 

 

In summary,=20 Ms. Pritchard stated that the Morehead State University library = IS=20 contented with the addition of the enriched records. They find that the = costs=20 are manageable, the workflow is fairly smooth, the faculty seem = impressed, use=20 seems to be increasing, the library staff like it, and there are = additional=20 positive non-tangibles associated with the service.

 

Everything = Old is New=20 Again: Technical Services in the Digital Library

Ann=20 O=92Bryan, Robin Crumrin, and Kristi Palmer examined traditional = technical=20 services functions and mapped the ways in which those functions = translated into=20 their digital library. The speakers argued convincingly that the = traditional=20 skills required of acquisitions and cataloging librarians also serve = well in the=20 digital library environment. The Understanding of = controlled=20 vocabulary and the bibliographic record, the ability to organize = information,=20 and knowledge of standards and vendors all contribute to a viable = digital=20 library.  The presentation looked at = traditional roles and skills of technical services staff in the context = of the=20 "hybridized", virtual library, and identified new roles and skills made=20 necessary by the evolving nature of library collections. The Inside = Track to=20 Getting Published: Tips for Technical Services Librarians =

Connie=20 Foster is the Department Head of Library Technical Services at Western = Kentucky=20 University and the Editor of the journal, Serials Review. =20 Throughout her career she has written extensively.  A good number = of her=20 articles have appeared in a wide variety of library journals.  = Because of=20 her work, both as author and editor, Professor Foster has gained = tremendous=20 insight to the world of publishing and her OVGTSL presentation served to = impart=20 invaluable information to technical services librarians who are = endeavoring to=20 get published. 

 

During this=20 presentation, Foster chaired her =93Toolkit of Writer=92s Resources=94 = which included=20 websites dedicated to fundamentals of writing, reference resources, and=20 perspectives on publishing in various journals.  She also shared = her ideas=20 on writing and publishing process: from generating ideas, to improving = one=92s=20 skills as a writer, to the submission of an article, to what happens = after the=20 article has been accepted for publication.

 

Foster=20 noted that the hardest part of the writing process is coming up with=20 ideas.  To overcome this obstacle she suggested that potential = authors=20 start with topics that =93capture their interests and comfort = zone.=94  She=20 also recommended attending conferences and becoming active in = professional=20 organizations as a means for the generating ideas, as it is through = =93reading,=20 discussion, study, observation, and networking,=94 that one achieves=20 inspiration.  Upon settling on a topic, Foster suggested that the = beginning=20 writer restrict themselves to =93small, highly structured = projects.=94  For=20 her, organization is the key to a successful literary outcome.  She = also=20 advised that writers find a mentor, someone who would both critique and = support=20 one=92s work. Foster=92s final recommendation for all authors is that = when the time=20 arrives to submit one=92s magnum opus to a publisher, to =93aim for = publications=20 with the most visibility.=94  There is a very good chance that the = article=20 will be accepted, and if not, there are always the other publications to = choose=20 from.

Preserving = your=20 Collection: Choices, Decisions, Responsibilities

Debra=20 Robinson=92s presentation addressed the importance of both maintaining = and=20 protecting a collection.  She pointed out three steps to be taken = in this=20 process: Choices, Decisions, and Responsibilities.  Robinson = reminded the=20 audience that first and foremost, a choice needed to be made on whether = to mend=20 or not to mend.  Not every book in a collection needs to be fixed, = or if it=20 does, it may not be worth the effort it takes to be repaired.  She = noted=20 the importance of involving subject specialists or collection = development=20 officers in the decision making process.  Decisions should be based = on the=20 type and size of the library.  A research library may not weed and = would=20 probably choose a mending technique designed to restore an item to its = original=20 format.  A public library may only be interested in the short-term = life of=20 an item and may want to return the book to the shelf in the quickest way = possible.  When repairing an item, don=92t do anything you believe = is beyond=20 your skill.  Robinson emphasized that an ounce of prevention saves = a pound=20 of cure.  Through = education and training = staff and=20 student assistants can learn the proper way to handle books.  Books = mishandled during a wide range of library functions can be harmed.  = We must=20 remember this: =93books are the goods that make everyone=92s job in the = library=20 possible.=94  Take care of them!!!

 

Inventing the New Technical Services = Librarian=20

In recent = years, it=20 seems that fewer Library School students are interested in the technical = services side of librarianship.  Many library schools are no longer = considering Cataloging as part of its core curriculum.  This = situation has=20 made it rather difficult to find competent catalogers to fill vacant = positions=20 as older librarians retire.  The library at Valparaiso University = found=20 itself in just such a position, so Rick AmRhein took Pat Hogan-Vidal = under his=20 wing and introduced her to media cataloging. He taught her the basics of = copy=20 cataloging and by doing so, familiarized her with the various MARC tags = and=20 indicators essential to document retrieval. Consequently, = Hogan-Vidal=92s=20 confidence and productivity grew to the point that he started to let her = do some=20 original cataloging.  In the end, Pat gained new skills, was able = to enjoy=20 a wider variety of work, and had a better understanding of bibliographic = records.  The library also benefited from this experience as this = allowed=20 greater flexibility and cohesiveness in staffing and feels.  This = type of=20 mentoring is a positive means of leading the way back to the basics of=20 cataloging.

Green Flags and Yellow Flags: Implementing the = Open=20 Archives Initiative Protocol for Metadata Harvesting

Explaining=20 complicated technical matters with clarity and simplicity is a rarity, = however=20 speaker Sarah Shreeves managed to so in her address, =93Green Flags and = Yellow=20 Flags: Implementing the Open Archives Initiative Protocol for Metadata=20 Harvesting.=94  Shreeves is the Project Coordinator of the = Institute of=20 Library and Museum Services (IMLS) at the University of Illinois at=20 Urbana-Champaign, =93a three-year effort=85to build a national = infrastructure for=20 adaptable, interoperable, and sustainable digital collections.=94  = The IMLS=20 website (http://imlsdcc.grainger.uiuc.e= du/)=20 features a quote by Dr. David Carr of the University of North Carolina, = =93we=20 understand our community best by understanding how freely knowledge is = shared as=20 a community possession,=94 and this succinctly expresses the raison = d=92=EAtre behind=20 the project.  Shreeves offered a definition of the Open Archives = Initiative=20 Protocol for Metadata Harvesting (OAI) and explained how it works.  = She=20 defined the OAI as a =93tool to facilitate interoperability,=94 or in = other words,=20 it is a means of =93moving metadata (not data) around.=94 =93The OAI = protocol is based=20 on XML and HTTP.=94  How OAI works is quite simple. According to = the OAI=20 website (http://www.openarchives.org/) = There are=20 two types of participants in what is called the OAI =93framework,=94 = Data Providers=20 and Service Providers.  Data Providers =93administer systems that = support the=20 OAI-PMH (Open Archives Initiative Protocol for Metadata Harvesting) as a = means=20 of exposing metadata.=94  Service Providers, =93use metadata = harvested via the=20 OAI-PMH as a basis for building value-added services.=94  As = Shreeves=20 elucidated in her handout for the session:

 

A service provider sends an HTTP request = to a=20 metadata provider using the protocol.  The metadata provider =96 = who has=20 implemented the OAI protocol =96 responds to the request by sending an = XML=20 document through HTTP.  In this way, the service provider can learn = who the=20 metadata provider is, what metadata formats it supports, and how it has = divided=20 its metadata.  The service provider can also request the metadata=20 itself.

 

The OAI=20 protocol can be used with any metadata format as it is =93metadata = neutral.=94 =20 However, there is a caveat, as explained in the handout =96 = =93OAI-compliant=20 metadata providers must provide metadata in simple Dublin Core.=94  = In=20 response to this, =93many data providers have chosen to provide both = Dublin Core=20 and another more complex or community specific metadata format (such as=20 MARC).=94

 

After=20 defining the OAI and how it works, Shreeves then offered a review of = three OAI=20 projects at the University of Illinois at Urbana Champaign (the NSF = funded=20 Second Generation Digital Mathematics Resources; the Mellon funded OAI = Metadata=20 Harvesting Project; and the IMLS Digital Collections and Content = Project) and=20 what was learned through these projects.  Through these projects, = she has=20 found that =93the quality of metadata has a serious impact on the = usefulness of an=20 OAI-PMH enabled aggregation of metadata.=94  Shreeves summed up = this=20 conclusion in a single phrase, =93the OAI protocol is easy, but working = with the=20 metadata is hard.=94

 

The=20 presentation was concluded with plea for greater involvement on the part = of=20 catalogers in digital library projects.  As Shreeves wrote in her = handout,=20 =93the involvement of catalogers in digital library projects is an = important step=20 in improving the metadata that is being created for digital = projects.=94 =20 This report serves as a mere palimpsest of all that was offered in the=20 presentation and, should more information be desired, the following = address=20 allows access to Shreeves PowerPoint presentation (as well as other=20 presentations on the OAI): http://oai.grainger.uiuc.edu/.=

Electronic = Data=20 Interchange and Monographic Purchase Orders: On the Road to Paperless=20 Acquisitions

Elizabeth=20 Lorenzen=92s presentation discussed the process Indiana State = University's=20 monographic acquisitions unit went through in order to use Electronic = Data=20 Interchange in the processing of monographic purchase orders with one if = its=20 vendors. The steps taken to setup the process with the vendor were = discussed,=20 along with potential problems and pitfalls in the context of Endeavor's = Voyager=20 system. Lorenzen noted that, although many serials units use EDI for = their=20 serials invoices, not many are currently using EDI for monographic = purchase=20 orders.  She has found, however, that EDI is a viable method for = shortening=20 the turnaround time for the filling of orders, and of course for = preventing the=20 killing of trees! Further, Lorenzen noted that there are advantages and=20 disadvantages to using EDI, and that the size of the library plays a big = role=20 in  its implementation.  

 

Racing Toward = the Finish=20 Line: Encouraging Library Support Staff to Go the Distance. =

Lois Severt = and Jill=20 Sherman reported on their research to date in determining why library = support=20 staff seek MLS degrees, and what support is provided by the institutions = in=20 which they work to pursue those degrees.  As librarians are = retiring at an=20 alarming rate, an important resource can be recruitment from = within. =20 Librarians need to encourage talented and interested staff and students = to=20 consider librarianship as a profession.  Severt=92s and Sherman=92s = research=20 revolves around the question of what is currently being done in = libraries to=20 recruit support staff into the library/information science = profession? =20 They prepared and sent out surveys to Library Administrators and to = current LIS=20 students.

 

From = administrators,=20 their survey findings to date indicated the nearly 80% had support staff = attending MLS programs; nearly 50% offer tuition assistance; 12% offer=20 release-time for classes; 62% offer flexible scheduling; and nearly 25% = have no=20 policy.  Other incentives identified by administrators include = scholarships=20 or other financial assistance from Library Friends groups; encouraging = distance=20 education programs; opportunities for variety in job assignments to = support=20 class work; and assistance in networking opportunities.  =

 

From LIS = students,=20 they found that the benefits from library employers included:  = flexible=20 scheduling (77%); friendly encouragement/advice (66%); financial = assistance=20 (50%); professionals who make the profession look attractive (nearly = 33%). =20 Eleven percent of respondents to date indicated that they receive no = incentives=20 or encouragement from their workplace.  Additionally, LIS students=20 indicated that they considered the most helpful incentives to be: = tuition=20 assistance, flexible scheduling, informal advising and mentoring, and=20 professionals who make librarianship an appealing career.  =

 

Severt and = Sherman are=20 continuing their research and will be reporting at future local and = regional=20 conference on the outcomes.

 

 

Since When Is = Whining A=20 Marketing Position: The Failure Of Small Companies To Seize The = Initiative In=20 Library Supply

Bob Schatz,=20 Director of Sales and Marketing for the Franklin Book Company, describes = himself=20 as "a librarian who, working on the vendor side of things, has lived out = his=20 professional career working in hundreds of libraries all over the = globe." =20 Bringing this wealth of experience to OVGTSL, Mr. Schatz presented an = engaging=20 session titled "Since When is Whining a Marketing Position? The Failure = of Small=20 Companies to Seize the Initiative in Library Supply."   = Instead of=20 succumbing to the lament, "If you don't buy from us, we will perish and = you will=20 have fewer choices," Mr. Schatz challenged librarians to demand, and = small=20 vendors to provide, more value added services.  He asserted that = mid-sized=20 companies are better positioned to furnish customer specific services = and he=20 urged librarians to be more assertive in articulating their needs and=20 expectations.  In the ensuing open discussion attendees discussed = their=20 contrasting experiences utilizing Amazon.com as a primary = vendor.

Welcome=20 Reception at the Hampton Inn

 

The=20 conference began with a welcome reception at the Hampton Inn in Terre=20 Haute.  Over a variety of finger foods, old friends became = reacquainted,=20 new friendships were formed, and issues surrounding the future of = technical=20 services and librarianship were explored.

Luncheon=20 and Business Meeting

 

OVGTSL=20 members enjoyed a buffet luncheon, where Indiana State University=92s = new Dean of=20 Library Services, Myrna McCallister, welcomed conference = attendees.  The=20 business meeting was presided over by Mary McLaren, OVGTSL Chairperson;=20 Valentine K. Muyumba, OVGTSL Vice Chair; Angel Smith, OVGTSL Secretary; = and=20 Cheryl Bealmear, OVGTSLTreasurer.   Also acknowledged at this = time=20 were the conference scholarship winners, Carol Elizabeth Hardy and Leoma = Dunn.

Conference=20 participants were treated to a fried chicken dinner and an evening of = piano jazz=20 at Indiana State University=92s African American Cultural Center.  = The=20 featured performer was Dr. John Spicknall of ISU=92s Music=20 Department.

Tours

 

After = breakfast=20 at the Cunningham Memorial Library, the 2003 OGVTSL annual conference = ended on a=20 positive note with several tours.  One group decided to pay an = unplanned=20 visit CML=92s technical services areas and was impressed by their lack = of backlog=20 on new books both in Acquisitions and Monographic Cataloging. Three = formal tours=20 had been planned for the conference:  CML=92s Rare Books and = Special=20 Collection, CML=92s Preservation and Mending, and the Terre Haute Hulman = &=20 Company Museum.
