Written
six months apart, the following journal entries show a changing
opinion of President Carter. "..... the President has
just about lost control as far as the White House is concerned
and is the most indecisive man that has occupied the White
House since I have been a Member of Congress." [Journal
vol. XXXVIII, p. 10,239, April 18, 1978]
"Every move was made and we simply were lead up to the
precipice and roughly pushed over. I have never seen such
a defeat since I have been a Member of Congress. We were outsmarted
and outmaneuvered...... This places the President in a position
now where he will not hesitate at any time in the future to
veto a bill and his stock with the people will go up considerably........
Again, we were outmaneuvered and from now on, we will have
a right different man to deal with at 1600 Pennsylvania Avenue."
