Procedures for Initiating Print Subscriptions
The WKU
Libraries Serials Review Committee reviews all proposals for serial
subscriptions in print format. The Serials Unit of DLATS processes titles
approved as standing orders (i. e., to be received until they cease publishing
or are canceled by WKU Libraries) as well as any "one time orders" of a
serial title. Serials embrace periodicals, annuals or biennials, or items
in an ongoing set or series. In situations where a requested title's status
as a serial is unclear, the Serials
and Collection
Services Coordinators will make a determination. Any moratorium on adding
new print serials would be announced by the Dean, University Libraries &
Museum.
Steps
to Initiate a Standing Order
- Any WKU
faculty, staff member, or student may fill out a Serials Request Form
(available online in HTML,
WordPerfect,
or PDF format)
requesting the Libraries to begin a new subscription. Supporting documentation
(flyers, sample issues, reviews, cover letters) should be attached,
if available. The form is to be sent to......
- the faculty
member who serves as library representative ("rep") in the academic
department most likely to endorse the serial (if in doubt, consult the
Collection Development Coordinator for the most appropriate unit). This
"rep" should sign it to acknowledge awareness of the request (and to
append any statement endorsing or objecting it) and then send it
to........
- the Liaison
Librarian who serves the academic department which forwarded the
proposal. (S)he oversees the book and serial accounts for that unit.
This librarian checks to see that the form is accurately and completely
filled out.
[If this liaison librarian can NOT support a request,
(s)he returns it to the academic unit's library "rep" with brief written
explanation and sends a copy to the Chair of the Libraries' Serials
Review Committee. Endorsement by the librarian denotes willingness
to have the serial's initial cost drawn from the academic unit's book
funds.]
A request endorsed by the liaison librarian is then
sent to........................

the
Chair of the WKU Libraries Serials Review Committee or any member
thereof (who then routes it to the Chair). The Chair then sends
individual requests to ..................
- the
Serials Unit Coordinator who confirms current price and publisher information.
If no sample issue of a periodical has been included, the Serials Unit
will obtain one from the publisher, if possible. (Review of a proposal
can be delayed if an expected sample issue is slow to arrive.) Request
forms are then returned to the Committee Chair who:
- calls
a meeting of the Serials Review Committee, composed of the Collection
Services Coordinator, Reference/Instructional Services Coordinator,
Serials Unit Coordinator, and two additional UL faculty members appointed
by the Dean of UL. Allow ample time for serial requests to be considered.
(The committee reviews batches of requests at least once each semester).
Factors conducive to approval of a title include:
- relevance
to WKU curricular and/or research needs
- favorable
print or website review (attach review)
- frequent
Interlibrary Loan request by Western patrons
- high
citation rates (in journals accessible at WKU)
- indexing
in Libraries' print, CD-ROM or web resources
- manageable
cost.
If
the full text of a proposed periodical is electronically accessible
to WKU students/faculty as a UL resource, an extraordinary case must
be made for the committee to approve a print subscription. Liaison
librarians are urged to investigate this situation before formalizing
requests.
- The
committee will approve, disapprove, or defer decision on each title
by majority vote. The Serials Coordinator will inform the appropriate
liaison librarian of each committee decision soon after a decision is
made. That DLPS librarian will notify the faculty "rep" of the proposing
department. The Serials Review Committee will also provide the DLPS
librarian with a brief explanation for any title that is disapproved
or deferred.
- Disapproved
requests are subject to appeal.
