Gail Elleby, MPA, MSA
Management Specialist

Gail Elleby is a Management Specialist and Certified Literacy Specialist with Training & Technical Assistance Services located at Western Kentucky University in Bowling Green, Kentucky. She holds a Master's Degree in Public Administration and Sports Administration.  Her work experience includes non-profit board development and training, collaboration training, strategic planning, volunteer program development, recruitment and training, program evaluation, program monitoring, non-profit agency relations, and corporate philanthropy.  She has also served on various workgroups with the Head Start Bureau and serves as a liaison for AWI Office of Early Learning Quality Initiative

Gail has provided technical assistance and training  to the Head Start community since 1998 and has consulted with other clients including United Way, State of California, Bay Area Urban League, Marin Community Foundation, City of East Palo Alto, San Francisco Unified School District Even Start Family Literacy, and a variety of community agencies and corporations. Gail's recent work has centered around family literacy, orientation for new directors, conflict resolution, and systems approaches to program management
