Reports to the Associate Vice-President for Research and Economic Development; directs the Office of Sponsored Programs and the WKU Research Foundation; authorized WKU and WKURF signature authority for all proposal and award documents; co-editor of WKU Scholar; works with faculty and staff members to develop grants and contracts; drafts and coordinates university policies related to sponsored programs; drafts compliance policies and assures compliance with agency and university policies and procedures; prepares and negotiates memoranda of agreement between WKU and other institutions; negotiates grant and contract awards; authorizes charts of accounts; prepares quarterly and annual reports for OSP; Co-Chair of the Faculty Scholarship Council and chairs the Conflict Review Committee; serves as Human Protections Administrator; chairs the Intellectual Property Committee; approves award technical closeout reports; maintains up-to-date knowledge and expertise in federal, state, and other agency regulations and policies, and federal/state laws and OMB circulars affecting sponsored programs administration; coordinates the facilities and administrative cost proposal; and serves as the Perkins Grant Project Director.

Working with the Executive Director/Director advises faculty and/or department personnel in preparation and processing of grant related applications; ensures compliance with agency and institution policies; disseminates funding opportunities; assists in preparation/revisions of project budgets and technical writing; reviews proposals and pre-award revisions according to agency and institution requirements; performs post-award sponsored programs administration including revisions, periodic reporting and final reporting, subcontracts and closeout documentation; provides electronic research administration functions with NSF FastLane and other agency electronic systems; maintains the OSP Web Site; is responsible for campus-wide OSP training programs in grant writing, budget, compliance, and post-award topics; provides human subjects and research ethics training to graduate and undergraduate research methods classes; maintains up-to-date knowledge and expertise in federal, state, and other agency regulations and policies and federal/state laws and OMB circulars affecting sponsored programs administration; prepares subcontracts and other agreements; assistant editor of the WKU Scholar.
