Other Qualified Dependent (OQD) Benefits
Western Kentucky University offers employees the opportunity to cover individuals defined as Other Qualified Dependent (OQD) under various benefit programs, including health, vision, dental and life insurance.
Eligibility
Other Qualified Adult Dependent is defined as:
- Age 18 or older and mentally competent to consent, and
- Either not related by blood to the employee, or if a blood relative (or relative by adoption or marriage) is the same or younger generation of the employee, and
- Not legally married to anyone, and
- Not currently eligible for any part of Medicare, and
- Residing in the employee’s household and having done so for a period of at least 12 months, and
- Financially interdependent with the employee (for example, have joint checking account or joint utility bills for a period of 12 months or longer,) which can be demonstrated upon request by providing proof of existence of at least one of the following:
- A joint mortgage or lease or other evidence of common residence such as joint utility bills
- Durable property or health care power of attorney
- Joint ownership of a motor vehicle
- Joint checking account/credit account
- Designation of each other as the primary beneficiary in a will, life insurance policy, or retirement plan
Children of either the employee or Other Qualified Adult Dependent may be covered under any benefit programs if they meet the guidelines that have been established by the plan. Benefits eligible employees may elect to cover children up to age 26, if they are:
- Your natural children
- Your stepchildren by a legal marriage
- Your children legally placed for an adoption with the employee and legally adopted children of the employee
- Your children for whom legal guardianship has been awarded
- The children of your Other Qualified Adult Dependent who have been residing with you for twelve months.
